Our work programme 2018 | Notre programme de travail 2018

We are pleased to share with you here the Council’s agreed work programme for the coming year.

Highlights include protecting jobs in Geneva, defending pay and conditions of service for all staff, ensuring the sustainability of the Pension Fund and addressing problems related to harassment

Thank you for your actions on Friday + ICSC update | Merci de votre action du vendredi passé et informations mises à jour sur la CFPI

Thank you for taking part in last week's events including demonstrations, gatherings and the second strike on Friday.
 
You joined staff in Bangkok as well as the ILO Geneva in expressing your dissatisfaction with the arbitrary decisions of the International Civil Service Commission (ICSC).
 
The day's actions, which culminated in our statement to the Human Rights Council, received positive and extensive press coverage.
 
At a press conference, Director-General Michael Møller reiterated his support for staff.
 
And we also appreciated the valuable comments you made to us on Friday and since then as well.
 
The ICSC session is still ongoing in New York, where we are being represented through our staff federation, CCISUA. In light of your efforts we would have expected the ICSC to try to understand your concerns. Indeed, both the representatives of organizations and of staff unions attending the ICSC highlighted their serious misgivings with its calculations and reported on the industrial action that had taken place.
 
We now understand that the ICSC is not willing to review its decision to cut salaries by 5 percent. However, thanks to your action it has agreed to a root-and-branch review of the post adjustment system for the next round of surveys. This needs to be confirmed in the final report of the ICSC session.

To discuss next steps, we invite you to attend a townhall meeting to be held on 10 April 2018 at 1.15 p.m. in room XXI (1st floor, E-building).

In the meantime, we urge all of you in the P and D categories to file your legal claims by 1st of April 2018 (see our previous message), in order to increase the strength of the legal challenge against the pay cut and deteriorating conditions of service.

Legal action against the pay cut 2018 | Action en justice contre les coupes salariales 2018

Many of you have already filed a legal challenge against the pay cut through the Office of Staff Legal Assistance (OSLA). You should have been by now contacted by OSLA about the next stages of the appeal. 

For those colleagues who have not yet contested the pay cut, you are invited to do so on the basis of your February pay slip, which evidenced a cut of 3.5 percent (on top of which further cut will follow in June). 

To this end and as per instructions from OSLA, please fill out and send the following documents :

1. The intake form: for instructions on how to complete the intake form, click here. You should complete the personal details in full. In the chronology you should indicate: "I am a Geneva staff member affected by the Pay Cut. I have not yet challenged the decision. I wish to challenge the pay cut on the basis of my February pay slip." Please complete it electronically, save and send it (do not scan it). 

2. The consent form. This should be signed and scanned as a PDF.

3. Your February pay slip. This is required as it represents the administrative decision to be challenged.

All these documents need to be sent as PDF attachments to OSLA at  This email address is being protected from spambots. You need JavaScript enabled to view it.   by 1 April 2018 with an email subject line: "GENEVA PAY CUT - FEBRUARY INTAKE". If you have any question, please contact OSLA directly.

We encourage all P-grade and above staff members to challenge this pay cut, bearing in mind that if a favourable ruling is issued, it will only be applied to those who have contested. 

It is important that we take legal action against the pay cut, in addition to all our other efforts.

Second day of strike tomorrow Friday | Deuxième jour de grève : demain vendredi

Following our earlier broadcast we would like to confirm that  a second day of strike will take place this Friday 23 March

We invite you this time to come in large numbers to the following gatherings:

  1. Picket lines from 8 to 10 a.m. at Pregny, Chemin de fer and Nations gates;
  2. Celestial Globe at 10 a.m.
  3. Meeting in Room 18 at 2 p.m. During this meeting, updates will be provided on the ICSC's session in New York (see below). Coffee and tea will be offered.

Tomorrow’s strike, voted overwhelmingly by staff, is a key part of the campaign for a more transparent, predictable, participatory and fair system to determine pay and conditions.

For G staff this means refusing attempts to increase the weighting of local government in your salary calculations, which would have the effect of bringing down your pay.

For P staff (and above grades) this means refusing a planned 5 percent pay cut based on erroneous calculations and incorrect methodology, as well as pay cuts for staff with working spouses and children, pay cuts for children with disabilities, and reduced step frequency.

Why a second day of strike?

We note that as of today, while the ICSC (currently in session in New York) has accepted to hear staff concerns – which was possible thanks to your participation on the first day of the strike – it has yet to take a decision to reverse the pay cuts resulting from the 2016 cost of living survey. This is why we, along with other staff unions in Geneva, believe a second day of strike is vital, and staff of agencies across Geneva have been balloted.

Do you have the right to strike?

As you will have seen from the recent broadcast, the Secretary-General’s office has confirmed strikes as being in line with international customary law (https://www.un.org/press/en/2018/db180316.doc.htm). To date, no staff member has reported retaliatory measures from taking part in last Friday’s strike.

How will your participation in the strike be recorded?

 Some of you have approached us to ask how Administration will deal with absences in the event of a strike. Administration has indicated that absences will be recorded. However, it is not clear how absences will be noted, what cooperation is required of supervisors and whether recording of absence absolves a staff member from having to catch up with later with the work not performed. Further, there are issues with Umoja - we will let administration inform you on this point. In addition, the instructions on recording absences come from administration in New York. We note that because of a minor snowfall, which would have had no impact in Geneva, much of that same administration in New York did not come to work yesterday.

 What is next?

 Next actions will depend on the ICSC’s decision by the end of its current session. This will determine what actions you would like us to take.

Call for picket line volunteers for the next strike | Appel à volontaires pour les piquets de grève

As announced in our broadcast yesterday, and in line with feedback received,


we will be organizing a second day of strike this Friday 23 March 2018  (more details will follow).

Building on last week's strike, we are calling for volunteers to help us run picket lines by the main entrances to the Palais buildings.

In line with international norms, members of picket lines are responsible for providing information to those entering the buildings on the objectives of our campaign and the reasons for the strike. Members of picket lines are expected to be courteous and not hinder access.

The picket lines would operate from 8 to 10 a.m.
