In the last few weeks there have been many questions and concerns about the package fee with regards to hotel assignment and payment deadlines

In the spirit of the Games, our colleagues in UNESCO Organizing Committee listened to your concerns and have made changes to include two different IAG packages, one with accommodation and the other without.

As is traditional, the Staff Council will subsidize the participation of its dues-paying members. Click here to become a dues-paying member.

New travel rules are being proposed at General Assembly | De nouvelles règles en matière de voyage devant l’Assemblée générale

Many of you have brought your concerns to us with regards to the current travel policy, in particular the rule whereby a journey that isn’t direct (very much the case for Geneva) must be at least eleven hours in order to qualify for travel in business class. In calculating the eleven hours, only a maximum of two hours of transit time may be included.

This has been felt particularly hard for colleagues travelling overnight to and from a number of African, South and Central Asian destinations, who may also face extensive waits in crowded and unpleasant airports, and who are expected to start work on arrival.

We brought these concerns to management in New York. The Joint Inspection Unit also published a report on the issue.

We would like to inform you that the Secretary-General has submitted a proposal to the General Assembly whereby the threshold for direct and indirect flights would both be ten hours, with no limit on the transit time that can be counted. This proposal is cost-neutral.

While this will mean that direct journeys of between nine and ten hours from Geneva pass from business to economy (currently only Geneva to Washington DC), many other locations will pass from economy to business as a result of the change on indirect journeys from eleven hours to ten.

We will be following up closely with the General Assembly and will keep you informed.

We would like to update you on big changes at the Pension Fund, and what we are doing as your representatives on the UN Pension Board (which plays a vital role in governing your Fund) and Staff Pension Committee, to make your pensions safer and promote integrity in how the Fund is governed.

Shortening of fixed-term contract extensions | Raccourcissement de la durée des contrats à durée déterminée

You may recall that the as part of the 2009 human resources reforms, the General Assembly authorized the organization to issue fixed-term contracts of up to five years for staff who have five years of continuous service and meet straightforward standard conditions. Following our intervention, this was integrated into an administrative instruction.

The rationale for five-year contracts was to provide stability, improve workforce planning, and reduce administrative costs for administering long-serving staff that did not yet meet the conditions to have a continuing appointment.

We therefore regret that certain departments have decided to limit renewals for long-serving staff to two years and in some cases one-year. We understand that this is being done for the sole purpose of avoiding payment of termination indemnity should there be a downsizing and posts abolished.

We are disappointed by this turn of events.

We believe that termination indemnity can provide an important substitute for unemployment benefit, and as a responsible employer the UN should not shirk its social responsibilities. Further, a downsizing policy that was negotiated with administration, although not formally implemented, has to-date helped avoid job losses in core activities. Shorter extensions also mean shorter legitimation cards, which in turn can play havoc with the private lives of staff members, particularly those from the global south.

We understand the stress this can cause and we are advocating with management in New York to reverse this trend. We will keep you updated.


UNpaid Is Unfair Intern protest on Wednesday | Manifestation des stagiaires ce mercredi

A number of intern organizations from different UN organizations in Geneva, have called for the participation of interns, staff and consultants to the protest “UNpaid is UNfair” on Wednesday 20 February 2019. The mobilization is intended to draw attention to the matter of unpaid internships in the UN system and the discriminatory effect they have on people who cannot take this opportunity as they cannot afford to work for free. It is also meant to raise awareness on a number of decent work and fundamental rights deficits that interns face, including inadequate access to legal complaint mechanisms and the lack sick and annual leave.

The Geneva event will start at the broken chair with a collective gathering of all supporters to the cause for a group photo at 1 p.m. Similar protests are scheduled to be organized in other duty stations, such as Bangkok, Copenhagen, Brussels and New York.

The Staff Council expresses solidarity with interns' concerns, as they are consistent with UN values and principles, such as respect of diversity, promotion of equality and equal opportunities. This underlines the need to defend the rights of all workers.

Subject to the exigencies of service, we therefore ask supervisors to allow both staff members and interns to participate in the event this Wednesday 20 February.

We also recall that, regarding standards of conduct, interns are held to the same high standards of conduct that are applicable to United Nations staff members. They should therefore refrain from conduct that is violent or political in nature.
