What we were able to obtain from the General Assembly in December | Qu’avons-nous obtenu de l’Assemblée générale en décembre?

We hope you had a good break. Over the last few months we have been working hard with members of the General Assembly, through our federation, CCISUA, in order to obtain the best outcomes for staff.

Please find below a summary of what was achieved as well as where more work will be needed.

Increased retirement income

The General Assembly approved the proposal to increase retirement income for P staff by 4.4 percent, bringing it closer to the proportion of final salary received by G staff for any number of years worked. We started working on this back in January 2018, first through the ICSC and then through the Pension Board.

Fixing the Pension Fund

The General Assembly passed a landmark resolution addressing many of the concerns that we have been raising with regards to how the Fund has been governed and the Board has been behaving and representing your interests. This includes issues related to former payment backlog, conflicts of interest and lack of integrity. Our representatives on the Pension Board will write a separate broadcast on this.

Additional benefits for staff in family E duty stations

We raised the issue of staff in family D and E duty stations who choose not to bring their families because of the poor living conditions and must therefore pay for the costs of a second home elsewhere. The General Assembly approved a pilot benefit for E duty stations of $15,000 a year. In time we hope this benefit will cover more locations.

Hotdesking and ventilation in the old Palais

While hotdesking is planned for the new H building, its implementation in the old building (destined to host UNCTAD, ECE and the Language Service) would have required the creation of large open spaces and a special ventilation system. The General Assembly did not agree to the introduction of ventilation and cooling as proposed by the SG. This will also mean significantly reduced application of open space configurations in the old building.

Protecting all personnel from retaliation and prohibited conduct

In order to protect all personnel and address harassment and toxic workplaces, the General Assembly approved proposals to provide all personnel including consultants and interns access to remedies against prohibited conduct.

Protecting staff who testify at the tribunal and promoting accountability

Following concerns that we have been raising, the General Assembly asked the Secretary-General to address retaliation by managers against staff who might testify against them at the UN Dispute Tribunal or UN Appeals Tribunal. Also based on our concerns, it asked the Secretary-General to be more specific on how he disciplines managers that the tribunals have found to have abused the process.

Barriers to GS staff

Despite a lot of work on this matter advocating for GS staff to be able to freely apply to P-1, P-2 and P-3 positions to which they are qualified, the General Assembly decided to postpone consideration of this issue until the end of this year. A number of concerns were raised by Member States with regards to how this proposal would affect geographical distribution, YPPs and JPOs. The General Assembly was also distracted by other proposals related to management reform. There is therefore more work to do.

Child allowance

Despite a recommendation of the ICSC to increase the child allowance, this was not approved, we believe, for cost reasons.

End of service grant

We pushed hard for an ex-gratia payment to be made to long-service staff whose fixed-term contracts are not renewed, using examples from governments and international organizations. Despite the support of the ICSC, this proposal was not approved. In light of this, we will be turning our focus to ensuring the awarding of more five-year fixed-term contracts for those eligible. We know this has become a big problem.

Townhall this Tuesday on General Assembly decisions regarding barriers to promotion, pension income and other matters | Réunion générale mardi prochain sur les décisions récentes de l’Assemblée générale

Percussion classes at the Palais 2019 | Stage de percussions au Palais 2019

The United Nations Music Club offers all UN staff members the opportunity to be introduced to World Percussion. A new nine-week initiation course will start from (every) Friday 18 January until Friday 29 March 2019. Applicants can select the 12:00 to 12:40 class (beginners) or 12:40 to 13:20 (advanced) classes according to their availability and musical level.

You will learn the basics and more with an excellent professional teacher who is fluent in English, French and Spanish. It is not necessary to have any previous knowledge of music or percussion.. Your contribution per lesson will be only 15 Swiss Francs. The entire course will cost 135 Swiss Francs. All instruments will be provided by the UN Music Club at no cost.

Classes will last 40 minutes and will be held during the lunch breakson Fridays from 12 noon to 12.40 p.m. (beginners) and 12.40 - 1.20 p.m. (advanced). The practice room is E-51 (E-building, ground floor).

Latest on jobs impact of GSDM | Informations mises à jour sur l’impact du GSDM sur les postes de travail

You may recall that the General Assembly was asked last June by the Secretary General to consider a number of proposed locations to which to relocate certain administrative functions. These included Budapest, Nairobi and Mexico City.

At the time we spoke with a number of delegates and expressed our concerns. This included the lack of French-speaking duty stations in the selection.

Subsequently the General Assembly rejected the Secretary-General’s proposal. It then gave him until March 2019 to come back with a new proposal. In preparing his new proposal the Secretary-General has asked countries to make offers to host service centres, similarly to how Amazon carried out its search for a second headquarters. Those offers were submitted in early November and are now being analyzed by New York.

In the meantime, the delay by the General Assembly has provided vital breathing space for managers to find new positions for potentially affected staff. We understand this is now well underway and we would like to thank management for their cooperation. 

At the same time we have been drawing delegates’ attention to the successful creation of the Geneva Client Support Centre in the hope in the hope that the operation of the Centre will yield helpful statistics on the appropriate size of local support desks once GSDM is implemented.

Ultimately our goal is to preserve jobs in Geneva while ensuring quality of service improves rather than deteriorates.

Staff Council budget changes and impact on future activities | Modifications du budget du Conseil et impact sur les activités à venir

You will recall our broadcast last month regarding the reduction in income to the Staff Council for the current financial year. In view of this, the Council conducted a review of its budget, which also prompted a more general review of our activities and expenditures for the 2018-2019 budget cycle. Measures were also taken to review our income stream for the coming years.

Among the changes we decided to reduce significantly the budget for representational activities and travel, for sports and other club activities representational activities and for the just-completed staff party.

We also decided to move the 2019 children’s party from its May slot (as it was in 2018) to a new December slot, for which it will now have a Christmas theme.

Knowing the importance of planning ahead when it comes to your children’s activities we felt it important to let you know this in advance. We hope to encourage increased volunteer participation, including for the role of Father Christmas. If you know any colleagues who would fit the bill, please let us know!

In the meantime, we wish you and your families the best for the coming holidays.
