Council position papers for SMC 2

Last week we shared with you the Council's position on mobility in advance of the staff-management negotiations taking place in Mexico City next week. This paper described the approach we would take regardless of any current or future mobility proposals from management that could come up in the negotiations, as we believe this issue is in constant evolution.


The Council's approach on mobility

Last week we shared with you the documents provided by Management in advance of SMC 2 in Mexico City to get your comments. Along with your input in past townhalls, this helps us coordinate common positions with the 14 other unions of the Secretariat, Funds and Programmes; by speaking with the same voice, we can maximize staff gains.


Second meeting of the Staff-Management Committee

The second meeting of the Staff-Management Committee will take place in Mexico City, Mexico, from 12 to 20 June 2013. Key issues include Staff-Management relations, Administration of Justice, mobility, etc. Please find below the files as received from the SMC Secretariat.

New standards of conduct for staff

We would like to share with you the newly adopted Standards of Conduct for the international civil service. These are applicable to all staff of the United Nations and the specialized agencies.

These standards were developed over the last two years by a working group, of which Mr. Jamshid Gaziyev of the UNOG Staff Coordinating Council, was a member.

General Assembly resolutions affecting staff


We would like to share with you recent resolutions just adopted by the 5th Committee of the General Assembly, which impact us all. Key issues for staff are the following:

  • on mobility (HR resolution, Paragraphs 50 to 59), Member States take note of the mobility proposal (developed through several townhalls with you last year), and acknowledge that its implementation is subject to further decisions, refinement and approval by the General Assembly. Member States have reservations about priority for internal candidates and at the request of one member, the resolution also asks for an alternative policy.
