Letter to the Secretary-General on the crisis in staff-management relations

Please find attached a letter to the Secretary-General from all staff unions of the United Nations system detailing the events as they happened, expressing our concern at the current situation with agenda items such as mobility, downsizing guidelines, human rights screening and administration of justice in limbo, and seeking his intervention to re-establish constructive staff-management dialogue.

Management terminates negotiations with staff unions; mobility, downsizing rules unresolved

It is with great disappointment that we inform you that the annual negotiations between the UN’s staff unions and global management, held this year in Mexico City, were terminated early by management Friday evening as unions vigorously defended you from attempts to remove negotiating rights.

Council position papers for SMC 2

Last week we shared with you the Council's position on mobility in advance of the staff-management negotiations taking place in Mexico City next week. This paper described the approach we would take regardless of any current or future mobility proposals from management that could come up in the negotiations, as we believe this issue is in constant evolution.

Last week we shared with you the documents provided by Management in advance of SMC 2 in Mexico City to get your comments. Along with your input in past townhalls, this helps us coordinate common positions with the 14 other unions of the Secretariat, Funds and Programmes; by speaking with the same voice, we can maximize staff gains.


Second meeting of the Staff-Management Committee
