Good news for staff pay at the UN Dispute Tribunal | Bonnes nouvelles du Tribunal administratif concernant la rémunération des fonctionnaires

You will recall that changes were implemented in January last year to P and D compensation. Among those changes, staff with a spouse earning more than a G-1 step 1 salary and with at least one dependent child, would see year-on-year reductions in their pay.

In February, having taken legal advice, we encouraged affected staff to challenge this at the UN Dispute Tribunal, with representation by OSLA.

We are pleased to inform you that your cases were heard at a specially-created three-judge panel, which met in Geneva and delivered its judgement at the end of December, and that these cuts to salary were declared illegal. We are following up with UN management and the ICSC to determine next steps.

We have also asked the Secretary-General not to appeal the judgement in order to remain consistent with his earlier position.

In the meantime, please read the judgment, particularly paragraphs 112 to 115. The judgement goes into some detail on acquired rights and we are examining whether these arguments could be used against the Geneva pay-cut being imposed by the ICSC this February (originally 7.7 percent but now likely to be in the region of 2 percent).

Better news than expected regarding impact on staff of budget cuts | De meilleures nouvelles que prévu concernant l'impact des réductions budgétaires sur le personnel

We are pleased to inform you that following extensive outreach to delegates in New York, the impact on staff of the budget cuts is now much less than originally expected. Proposals from certain countries that would have led to around 100 job losses in Geneva, along with promotion freezes and other drastic measures, have been taken off the table.

Our outreach included meeting delegates in New York to convey staff concerns and explain how the cuts would impact programme delivery, particularly in the area of multilingualism. We coordinated this with management counterparts. We are glad member states listened.

  • We supported your clubs, helped you organize collections, organized the staff and children’s parties and brought life to the UN beach.

2018 will not be an easy year. But our strength in unity will help see it through.

Percussion classes at the Palais 2017-2018 | Stage de percussions au Palais 2017-2018

The United Nations Music Club offers all UN staff members the opportunity to be introduced to World Percussion. A new ten-week initiation course will start from (every) Monday 8 January until Monday 19 March 2018, and another from (every) Friday 12 January until Friday 23 March 2018. Applicants can select the Monday (beginners) or Friday (advanced) classes according to their availability and musical level. 

You will learn the basics and more with an excellent professional teacher who is fluent in English, French and Spanish. It is not necessary to have any previous knowledge of music or percussion. Your contribution per lesson will be only 15 Swiss Francs. The entire course will cost 150 Swiss Francs. All instruments will be provided by the UN Music Club at no cost. 

Classes will last 40 minutes and will be held during the lunch breaks, on Mondays from 12 noon to 12.40 p.m. and on Fridays from 12 noon to 12.40 p.m. and 12.40 - 1.20 p.m. The practice room is E-51 (E-building, ground floor).

FROM THE UN STAFF UNIONS: Procurement scandals and cover-ups at pension fund; SG urged not to renew its CEO

We would like to share with you two recently-issued OIOS audits on the UN Pension Fund.

The procurement audit (http://www.ccisua.org/wp-content/uploads/2017/11/2017_110_PWCProcurementIrregularities.pdf) focuses on a $2.2 million contract with consulting firm PriceWaterhouse Coopers (PWC) and notes that of the total, $1.8 million was not spent on services specified in the contract. Thus costs could have been inflated due to lack of competitive bidding for the $1.8 million of services and greater use of partners costing $475 an hour. It appears that procurement rules may also not have been followed.

The second audit (http://www.ccisua.org/wp-content/uploads/2017/11/2017_104_IPASIssues.pdf) covers the implementation of the new system for paying pensions, called IPAS, whose poorly managed implementation left newly retiring staff with no income for more than nine months. It notes that a number of important elements with IPAS, including relating to payments for widows and orphans, were noted as critical, even as the system was reported to the Board and external stakeholders as being ready to implement. It could be argued that given these issues were known prior to implementation, they should have been addressed, which would have to a large extent avoided the payment backlog.

Making it easier to come to work by bike | Rendre facile la venue au travail en vélo

Since October, a staff-management working group has been busy working on a list of recommendations to UNOG administration with the aim of making it easier for staff to come to work by bike.

In order to ensure that the recommendations (which cover issues such as bike parking, cycle routes, signalling and compound access) don't leave anything out we would appreciate your feedback. To this end, we have invited the chair of the working group to present the draft recommendations at a cycling townhall this Friday 15 December at 1.30 p.m. in Room XII.
