News on the Pension Fund | Nouvelles concernant la Caisse des pensions

We would like to share with you two just-issued OIOS audits on the UN Pension Fund.

The first audits a $2.2 million procurement contract with consulting firm PriceWaterhouse Coopers (PWC) and notes that of the total, $1.8 million was not spent on services specified in the contract. Thus costs could have been inflated due to lack of competitive bidding for the $1.8 million of services and greater use of $475 an hour partners. It appears that procurement rules may also not have been followed.

The second audits the implementation of a new payment system called IPAS, whose poor implementation left newly retiring staff with no income for up to nine months. It notes that a number of important elements with IPAS, including relating to the calculation of payments for widows and orphans, were noted as critical, even as the system was reported to the Board and external stakeholders as being ready to implement. It could be argued that given these issues were known prior to implementation, they should have been addressed, which would have to a large extent avoided the payment backlog.

UN Secretary-General António Guterres has been requested by the Pension Fund Board to extend the contract of CEO Sergio Arvizú by three years. Given this new information, we have asked Mr. Guterres to seriously consider whether an extension would be in the interests of ensuring management accountability at the UN.

We would like to draw your attention to the letter we jointly signed with Secretary-General Guterres on eliminating sexual harassment from the workplace.

We took the lead to prepare this letter because we believe this issue needs to be taken seriously. 

The aim of the letter is not just to state our position on this matter, but more importantly to encourage us all to reflect on our behaviours, of which we may not always be aware. Sexual harassment is far more widespread than we may think, and many of us, men and women, witness it without saying anything.

So this really is an area in which we can and should all make a difference.


Lunchtime staff event on Place des Nations and intern event at ILO | Événement pour le personnel sur la Place des Nations et événement pour les stagiaires au BIT

Tomorrow, from 1 to 1.45 p.m., a major global union federation called Public Services International, is organizing a demonstration on the Place des Nations in solidarity with UN staff. It is being held concurrently with its global congress meeting in Geneva and we expect a strong turnout. It will tackle:

  • how our pay is set, 
  • precarious contracts and long-term use of consultancy contracts, and 
  • unpaid internships.

On Friday 3 November, the Fair Internships Initiative is organizing a special international interns' day event at the ILO from 9 to 11 a.m. It will feature:

  • presentations of paid internship schemes by various organizations, showing this is possible, and 
  • opening remarks by ILO Director-General, Guy Ryder

Call for volunteers: staff party talent show and parade of nations | Appel à volontaires pour un "talent show" et une parade des nations pour la fête du personnel

The staff party takes place on Friday 8 December, to catch you before you disappear on holiday.

This year we'll be trying a new concept to kick the evening off, piloting a parade of nations and a talent show.

The parade of nations features staff showing off their national dress. The talent show allows staff to showcase their singing, musical skills, dancing or anything else. 

Both of these have historically proved extremely successful in New York where they ensure full staff involvement. Watch this video to get an idea (noting that our version will be on the party stage instead of in a conference room).

At this point we are looking for volunteers to be members of the show's organizing committee - please email This email address is being protected from spambots. You need JavaScript enabled to view it. . Once the organizing committee is established, it will issue a call for performers for the parade of nations and talent show.

This will be a fun and exciting event and we hope you will be able to take part, either as an organiser or as a performer!


Staff Council resolution on SHP expresses serious concerns | Une résolution du Conseil exprime de vives inquiétudes en relation avec le PSP

Many of you have raised concerns about the manner in which the Palais renovations (Strategic Heritage Plan) are being implemented, and in particular that despite a number of surveys, meetings and focus groups your workspace needs are not being taken into consideration. Cost and implementation concerns have also been raised.

To this end we would like to share with you a resolution passed unanimously by the Staff Council on Tuesday and an earlier letter sent to the Secretary-General on the absence of genuine and meaningful consultations.

Importantly the resolution: 

  • Decides that in the absence of genuine and meaningful consultations, it has no confidence in the current implementation of the Strategic Heritage Plan. 
  • Calls for a full audit of the Strategic Heritage Plan examining among other aspects: the cost-effectiveness of the project; the manner of its implementation; conflicts of interest raised by the Board of Auditors; and the absence of consultations with staff; and for the results of the audit to be implemented. 
  • Requests the Executive Bureau to circulate the resolution and bring these concerns to the attention of all interested parties.
