Thank you for taking part in Friday’s work stoppage and to the many of you who attended the event in Room XVIII. The meeting was lively with chants of “no pay cut”. The stoppage was reported in the media (see below).

We were privileged to be joined at our event by a delegation from the International Labour Conference led by Mr. David Boys from Public Services International and French trade union leader Mr. Bernard Thibault.

A key part of the event was the reading of support messages from UN staff unions around the world, both in field and headquarters locations.

The stoppage, unprecedented in recent history at the UN, was observed by international Organizations around Geneva. A number of high-level meetings were suspended, including the Human Rights Council, for which we acknowledge the understanding of its President. However, staff unions asked that for humanitarian reasons, the Syria talks should continue to be serviced.

At the meeting we highlighted our main concerns:

The decision of the International Civil Service Commission to cut our pay by a month a year pursuant to its cost-of-living survey, does not correspond to the economic reality of Geneva. Further, it does not make sense to cut pay in Geneva simply because there was inflation in New York.
The calculations leading to the decision have not been transparent. The ICSC’s refusal three times to explain the calculations to staff in Geneva compounds our suspicions. We have reason to believe that mistakes may have been committed in the calculations.
Employers will only cut pay during a crisis and then only after negotiating with staff. Staff had no say in the decision. This contravenes UN and ILO conventions on the rights of workers that the UN pushes onto Member States. The fact that the ICSC awarded a 2.2 percent pay rise to New York, where it is based, puts matters into context.
The decision comes on top of changes from the compensation view and will impact some staff quite harshly.
If the ICSC is allowed to cut P and D salaries in Geneva through untransparent methods, other duty stations will follow and other staff categories as well.

By taking part in the stoppage you have shown that UN staff, starting in Geneva, will not accept that pay be based on untransparent and potentially erroneous calculations that fall far short of the standards we set ourselves in carrying out our work with member states. Further it is clear that you want a real say in your pay.

This is a message we will take to Vienna, where the ICSC is meeting mid-July, and in our meetings with Member States. The ICSC has accepted to review its decision, although we don’t know in which way.

We are also awaiting the outcome of an independent statistical review of the ICSC’s calculations. This was undertaken by organizations in Geneva following some questions that we raised in April about the ICSC’s data and calculations. We aim to share its conclusions with you.

We are further preparing to communicate with you on legal steps you may wish to take.

It is important therefore that between now and then we maintain the pressure and we will be looking at further information and action events. At the same time we are looking for an open and meaningful dialogue with the ICSC so that they reverse their position.

Should it become apparent that the dialogue will not prove fruitful and the decision not reversed, further and more escalated collective action will be required.

Merci d’avoir pris part à l’arrêt de travail qui a eu lieu vendredi passé et merci à ceux d’entre vous qui ont assisté à la réunion à la Salle XVIII. La réunion fut animée par des chants appelant à ne pas couper les salaires. L’arrêt de travail a été couvert dans la presse (voir ci-dessous).

Nous avons pu compter, lors de la réunion, sur la participation d’une délégation de la Conférence internationale du travail menée par M. David Boys de Public Services International et du syndicaliste français M. Bernard Thibault.

Lors de la réunion, des messages de soutien envoyés par des syndicats de fonctionnaires de l’ONU partout dans le monde ont été lus.

L’arrêt de travail, sans précédent dans l’histoire récente de l’ONU, fut observé dans les autres Organisations internationales à Genève. Un nombre de réunions de haut niveau, y compris celles du Conseil des droits de l’homme, ont été suspendues et nous remercions le Président du Conseil pour sa compréhension. Cela dit, les syndicats ont demandé que soient assurés les services habituels pour les négociations sur la Syrie pour des raisons humanitaires.

Lors de la réunion, nous avons mis la lumière sur nos principales inquiétudes qui sont les suivantes :

La décision de la Commission de la Fonction Publique Internationale (CFPI) de couper les salaires de l’équivalent d’un mois suite à l’enquête sur le coût de la vie ne correspond pas à la réalité économique qui prévaut à Genève. De plus, il est inconcevable de couper les salaires à Genève à cause d’une inflation à New York.
Les calculs sur lesquels la décision a été basée ne sont pas transparents. La CFPI a refusé par trois fois d’expliquer les calculs aux fonctionnaires à Genève, ce qui renforce nos doutes. Plusieurs éléments nous font croire que des erreurs ont été commises dans les calculs.
Les employeurs coupent généralement les salaires lors d’une crise et après négociation avec les employés. Dans la présente situation, les fonctionnaires n’ont pas eu leur mot à dire. Cela va à l’encontre des Conventions sur les droits des travailleurs que l’ONU et le BIT essaient d’appliquer aux États membres. Le fait que la CFPI ait accordé une augmentation de salaire de 2.2% pour les fonctionnaires à New York où elle se trouve remet les choses dans leur contexte.
La décision vient s’ajouter aux changements induits par l’examen de la rémunération et aura un impact négatif certain sur les fonctionnaires concernés.
Si la CFPI coupe les salaires des fonctionnaires des catégories P et au-delà en se basant sur des méthodes non transparentes, d’autres lieux d’affectation et d’autres catégories de fonctionnaires seront bientôt touchés.

Votre participation à l’arrêt de travail démontre que les fonctionnaires de l’ONU, à commencer par ceux de Genève, n’accepteront pas d’avoir leur salaire fixé sur la base de calculs opaques, erronnés et loin d’être conformes aux normes qu’on applique dans notre travail avec les États membres.

Il s’agit là du message que nous transmettrons à Vienne où la CFPI tiendra sa réunion mi-juillet, et lors de nos entretiens avec les États membres. La CFPI a accepté de revoir sa décision mais nous ignorons comment elle le fera.

Nous sommes, à l’heure actuelle, en attente des résultats d’un examen statistique qui fut mené de manière indépendante sur les calculs de la CFPI. Cet examen fut conduit par les Organisations à Genève suite aux questions que nous avons soulevées en avril concernant les données de la CFPI et les calculs qu’elle a menés. Nous partagerons les conclusions de cet examen avec vous en temps voulu.

Nous allons bientôt vous informer des mesures légales que vous pourrez prendre.

Il est important que nous maintenions la pression jusqu’en juillet et nous organiserons certes d’autres évènements. Dans le même temps, nous aimerions établir un dialogue ouvert et authentique avec la CFPI, de sorte à ce que nous puissions inverser cette décision.

Si ce dialogue s’avère impossible et si la décision n’est pas inversée, il est certain que des actions collectives de plus grande envergure seront nécessaires.
